Eliza Levy | ELPR Founder & CEO

Eliza Levy founded ELPR in response to a growing need within the federal government: the need to clearly and credibly communicate its mission to the public. As agencies face increasing demands for transparency, trust, and stakeholder engagement, Eliza saw an opportunity to elevate how government stories are told—and understood.

ELPR, a 100% women-owned small business, was built to meet that challenge. Under Eliza’s leadership, ELPR partners with the public sector and its stakeholders to develop strategic communications that drive results. By combining decades of experience in public relations, public affairs, and digital marketing, Eliza and her team deliver dynamic, mission-aligned programs that don’t just inform—they influence.

REGINALD "REGGIE" HUMPHRIES | MANAGING PARTNER

Reggie Humphries started his Washington, DC career in 2004, after working in healthcare marketing communications and public relations at Richmond, Virginia hospitals. First working as a contractor in the Department of Defense (DOD) Military Health System, followed by the Department of Veterans Affairs (VA), DOD/VA Interagency Program Office, and in the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs at the Pentagon.

Prior to joining the federal government workforce in 2019, Reggie worked on several Servicemember and Veteran-focused contracts and started his own company, H.I.T. Communications, LLC in 2009. In government, Reggie first served as External Engagements lead, then as director of the IT Strategic Communications team in the VA Office of Information and Technology (OIT).

Reggie led a government and contract team of forty-eight in OIT to conduct the planning, production, and release of an average of 170 communication products and multimedia artifacts a month, including Congressional testimony and staff briefings. He led the planning, collaboration, and executive coordination for twenty virtual OIT leadership Town Halls during an exceptionally volatile year due to the COVID-19 pandemic, for which the team recently received a 2021 Hermes award, and directed multiple Advance Planning Briefings to Industry. He also managed large Industry Day and vendor events.

Reggie next served as the Director of Communications in VA’s Electronic Health Record Modernization Office. He managed relationships with open source and other industry thought leaders and served as a liaison with external advocacy and coordinating groups, including the Healthcare Information Management Systems Society, the American Council on Technology-Industry Advisory Council, AFCEA and others.

Reggie lives in northern Virginia and volunteers with multiple Veteran advisory groups.

 
 
 

Steve Vito | Strategic Advisor

Steven Vito is a results-driven communications executive and media strategist with more than 25 years of experience shaping how the federal market engages, informs, and grows. His leadership roles at Government Executive Media Group, GovernmentCIO Media, and Scoop News Group have helped transform federal media and communications—driving multimillion-dollar revenue growth, launching innovative platforms, and fostering collaboration across government and industry. He is the co-creator of Government Matters TV, a first-of-its-kind program connecting public and private sector leaders on issues shaping federal innovation.

At the U.S. Department of Veterans Affairs, Steven served as Senior Advisor for Strategic Communications in the Office of Information and Technology, where he led initiatives that modernized the agency’s digital presence and advanced its health IT storytelling. At ELPR, he leverages his deep experience across media, technology, and federal communications to advise on strategic growth, partnerships, and positioning at the intersection of government and innovation.
